In MTG if i play Vulshok Sorcerer and my opponent responds with Magma Jet, can i tap the Vulshok for 1 dmg?

When i played my Vulshok Sorcerer my friend responded with Magma Jet to kill my Sorcerer. I then tapped my Sorcerer, because it has haste, to hit him for 1 damage. He says he has priority after i play the Sorcerer and i can't tap her. I argued that since the Vulshok Sorcerer has to be in play for him to Magma Jet her, i can tap the Sorcerer in response to the MJ. Who is right?
