How to curb my cat's unruly behavior?

I have a one and a half year old cat. He has chewed through two apple power cords (one being mine, all by the way hidden inside of a closed bag that he decided to chew through), phone charger, mini blind strings at least a dozen times, and my Ipod charger. He also likes to knock over one of my fans every other night, but this morning he finally broke it. He likes to climb on everything, including the fridge. He bites, but usually only me when he wants to play (jumps and bites my arm and runs away like it is some sort of game) I have tried spraying him with water when he does these things, applying bittersweet and soap to all cords, and shaking a jar full of nails at him to scare him when he does bad things, but none of them work. The only time he behaves is when I dress him up in clothing, which I feel terrible about. What else is there to do for an unruly cat?
