Wailmer's in Pokemon Emerald?

Well, i've ready many, many different Yahoo! Answers and none of them help my problem, my problem is when I go into Team Aqua's hideout in Lilycove city I go up north, and there are 2 Aqua Grunts standing there, I try talking to them and they say something like "Hey, are you on Team Magma? I hear they are going to awaken a legendary pokemon in their hideout, I wonder where there hide-out is?!" and that is all that's said. Please help, I've also tried going to SlatePort and I go to the Shipyard but Capt. Stern isn't there.
